Think of it as a way to just help the people even for a short period of time and small amount.

You would need to be able to qualify for such aid. Keep in mind, if a millionaire would lose their property, they won’t be helped in terms of cash because they already have money. 

People can still be denied aid but it wouldn’t hurt to try. Whether you’re in rural or urban areas, certain situations and cases can be worked around and ammended. It wouldn’t hurt to try and ask out how to alleviate such situations even if you do get denied.
